This tut was written on February 17, 2012.
It is written using PSPX; I'm sure the same effects are available in other versions.

A tube.
I'm using an exclusive tube by Verymany.
A license and others tubes for this artist may be purchased from PFD.

Resize your tube now, if necessary.
Add a blurry drop shadow to your tube (I used 0, 15, 100, 40, black).
Increase the canvas size 50 pixels on each side to avoid unpleasant sharp edges.

These filters:
MuRa's Meister - Copies
Graphics Plus - Cross Shadow

Font of choice (I used "Biscotti").

You will also need my selections; download the zipped file HERE.
Unzip the file to your Selections folder.

Choose a darker color for your background color, and a lighter shade of the same color for your foreground.
Make a foreground gradient (Sunburst; Repeats = 0).

Open a new image, 350 px wide by 500 pixels high.

Selections - Load/Save Selection - Load Selection From Disk.
Choose FlowersSelection1.

Floodfill the selection with the gradient.

Selections - Select None.

Duplicate this layer.

On the bottom copy, Image - Free Rotate (Left, 45 Degrees, no other box checked.)

Set the opacity of the rotated layer to 65.

Set your foreground color to #ffd201.

Highlight the top layer; add a new layer.

Selections - Load/Save Selection - Load Selection From Disk.
Choose FlowersSelection2.

Scroll in and floodfill with the new color.

Selections - Select None.

Layers - Merge - Merge Visible.

MuRa's Meister - Copies using the Tiling(angle) option with the following setting:

Set your foreground color to white.

Add a new layer, floodfill with white.

Duplicate the white layer; Layers - Arrange - Send to Bottom.

On the top white layer, Graphics Plus - Cross Shadow (all numbers set to 50).

Change the opacity of this layer to 40.

Add a new layer.

Selections - Load/Save Selection - Load Selection From Disk.
Choose FlowersSelection3.

Floodfill this selection with your darker color.

Selections - Select None.

Add your tube, moving it into position.

Move it below the top white layer.

So, for a layer check, from the bottom:

A white layer.
The flower layer.
The tube layer.
The Cross Shadow layer.
The oval frame layer.

Highlight the oval frame layer.

Using your Magic Wand, click anywhere OUTSIDE the frame.

Selections - Modify - Expand by 1.

On EACH of the other four layers, hit DELETE.

Selections - Select None.

Highlight the bottom white layer, add a small drop shadow (I used 0, 5, 50, 5, black).

Layers - Merge - Merge Visible.

Add your name, any word art, and all necessary copyright information.

Here is another example, using an exclusive tube by Eugene Rzhevskii:
