This tut was written on April 25, 2011. It is written using PSPX; I'm sure the same effects are available in other versions.

The following filters: MuRa's Meister - Cloud MuRa's Meister - Copies
You will also need this circle: (Right click and save to your computer)

Set this aside for a moment.
Open another image, 700 x 300
Pick a contrasting color from your tube as your new foreground color.
Floodfill your new image with the new color.

Highlight the Cloud layer.
Repeat the Weave effect, changing both color boxes to your CONTRASTING foreground color.
Highlight the circle layer I've furnished. Edit - Copy Highlight the tag you've been making. Edit - Paste as New Layer.
Selections - Select All. Selections - Float. Selections - Defloat.
Add a new raster layer. Floodfill the selection with your BACKGROUND color.
Selections - Select None.
MuRa's Meister - Copies using the Line preset, changing the number from 8 to 7.
Move into position in the upper left corner. Use your Pick tool (on other versions, it may be called the Move tool.)
When it is where you are happy, crop the image to 600x250 to get rid of any excess.
Highlight the gray circle layer. DELETE.
Selections - Select All. Selections - Float. Selections - Defloat.
Add a new raster layer. Floodfill the selection with your BACKGROUND color.
Selections - Select None.
Image - Flip. Image - Mirror.
Merge the two element layers together.
Add a drop shadow (I used the same drop shadow as earlier.)
Add your tube, and a blurry drop shadow (I used Eye Candy 5: Impact - Perspective Shadow using the Blurry preset.)
Add a 2px Selection border with your darker color.
Add your name and all necessary copyright information.
For the avatar:
Duplicate your tag (Shift + D.)
Remove the layer with the tube.
Crop to 150x150.
