You will need:
Font of your choice - I used one called Kozmetica Script
Tube of your choice - I will be using the artwork of  Melissa Dawn
License and Tubes available at Creative Design Outlet
You can find this tube HERE and I used graphics that came with the tube.
 
Filters:
DSB Flux/ Bright Noise
Eye Candy 4000
Fun House/Gyro
Graphics Plus/Cross Shadow
MuRa's Meister/Copies
 
 
Ok let's begin

Change your Foreground and your Background to two colors from your Tube
Change your Foreground to Gradient ... with the following settings

 
 
Open a New Image 600x250 ...
I used the flowers from the tube and pasted them as new image. 
Duplicate and close one off to use later.

Effects > MuRa's Meister > Copies >  Wallpaper Rotate > Increase amount till the
background is covered – since I only used the flowers – I increased to 40.
 
Adjust> Blur> Motion Blur with the settings at 45 Angle at 100%
Then Image> Flip and Image > Mirror – redo the Motion Blur
Continue to do this Motion Blur > Flip > Mirror for about 6 times.
 
Duplicate – go to the top layer
Effects > Distortion Effects > Spiky Halo ... with the following settings



Mirror > Apply the Spiky Halo Effect again
Change the Blend Mode of this layer to Light or one that works for you.
Adjust > Sharpness > Unsharp Mask at these settings



Merge Visible > Duplicate 

Effects> Fun House > Gyro – at these settings



Change the Blend Mode of this layer to Light or one that works for you.
Merge down – you should have your background and flowers or accent piece at this point
 
Now have your gradient in your background section > the foreground is Transparent
Open your Rectangular Tool > Draw a Ribbon – horizontal across your tag.
While still in VECTOR Layer > Objects > Align > Center of Canvas > Raster Layer
Effects > Graphics Plus >  Cross Shadow at Default settings
Selections > Select All > Float
Selections > Select All > Defloat >
Selections > Modify > Select Selection Borders at the following settings



New Layer > Fill with an accent color – Rename Border
 
Duplicate this layer twice (for a total of 3) ...
Effects> DSB Flux> Bright Noise ... with the setting of 38
 
Activate the Copy of Border layer ... Edit> Repeat Bright Noise ... click on the Mix button once then OK
Activate the Copy (2) of Border layer ... Edit> Repeat Bright Noise ... click on the Mix button once then OK
Selections> Select None ... Hide the 2 Top Border Layers for now
 
If you are using an accent piece, like a flower – etc
and wish to have the same animation as my display – continue on
But if not – skip this section that is in Red.
Make two more copies of the flowers or your accent piece, and name them Accents.
For a total of three layers of Accents
Accent Layer > Effects > Eye Candy 4000 > HSB Noise at the following settings



Activate the Copy of Accent  layer ... Edit> Repeat HSB Noise ... click on the Random Seed
button once then OK
Activate the Copy (2) of Accent layer ... Edit> Repeat HSB Noise ... click on the Random Seed
button once then OK
Hide the 2 Top Accent Layers for now

 
With the Top layer active
Paste your Tube as a New Layer, position where you like – resize if necessary
Apply a suitable Drop Shadow
 
New Layer > fill with the same color as the Border layer...
Select All > Select > Contract by 2 > Drop Shadow – 0, 0, 100, 10 Black

One of Spawns Templates which you can get on his Blog, we
will be using Spawns Template 031
 
Filters:
Eye Candy 4000: HSB Noise
DSB Flux/Bright Noise
 
 
Ok let's begin
Open my Template ... Window> Duplicate ... Close Original ... Delete the Credits layer
Activate the Left Inside Background layer ... Layers> Merge> Merge Down
Activate the Left Inside Pattern layer ... Layers> Merge> Merge Down
Activate the Left Outline layer ... Layers> Merge> Merge Down to Right Outline layer
Activate the Left Background layer ... Layers> Merge> Merge Down to Right Background

 
So you should have in your Layers:
Border
Angled Line
Right Outline
Right Background
Right Inside Pattern
Right Inside Background
 
Change your Foreground and Background to 2 colors from your Tube
Activate the Right Inside Background layer
Selections> Select All ... Selections> Float ... Selections> Defloat ... Flood Fill the Selection with a color of your choice of the two you picked.
 
Selections> Select None ... Activate the Right Inside Pattern layer
Adjust> Hue and Saturation> Hue/Saturation/Lightness ... Play around until your dots are a color you are happy with and click OK
 
Activate the Right Background layer ... Change your Foreground to a Lighter shade or a color of your choosing.
Selections> Select All ... Selections> Float ... Selections> Defloat ... Layers> New Raster Layer ... Flood Fill the Selections with your Foreground color

Copy and paste your tube – duplicate

Move each tube to the section and show what you are wanting to be seen in the Right Background and then the Left Background which we have joined at the beginning.
When happy with what is showing in Background layers, make sure you are on your tube layer > Invert>  Delete> Select None.
Make sure you are on one your tube layers, then change the Blend Mode to your choice,on mine – Left side was Luminance (Legacy) – my Right side was Hard Light.
On the color portion of the Background Layer, Effects> Texture Effects> Texture....I used Canvas Fine – you can pick any you like.
 
On the Right Outline Layer – pick another color from your tube that is a contrasting color or a color of your choosing.
Selections> Select All ... Selections> Float ... Selections> Defloat ... Layers> New Raster Layer ... Flood Fill the Selections with your color of choice.
Flood Fill the Selections with a contrasting color (I used a medium blue)
Selections> Select None ... Rename this layer HSB NOISE ... Duplicate twice for a total of 3
 
Activate the first HSB noise layer
Effects> Eye Candy 4000: HSB Noise ... with the following settings

Click on the Random Seed button once then on OK
Activate the Copy of HSB Noise layer ... Edit> Repeat HSB Noise ... click on the Random Seed button once then OK
Activate the Copy (2) of HSB Noise layer ... Edit> Repeat HSB Noise ... click on the Random  Seed button once then OK
Hide the 2 Top HSB Noise layers for now
 
 Activate the Angled Line layer
Selections> Select All ... Selections> Float ... Selections> Defloat ... Layers> New Raster Layer ... Flood Fill the Selections with Color of your choice
Selections> Select None ... Adjust> Add/Remove Noise> Add Noise ... with the same settings as shown

 
 Paste a copy of your tube and place it in the middle
Drop Shadow V-1, H-1, O-50, B-5 and Black

Add New Layer> Make sure it is at the top
 Fill with Black>
Select All> Contract 3> Delete> Select None
 
Add Copyrights and your Name
 
 
 
ANIMATING

Edit> Copy Special> Copy Merged

Now open Animation Shop

Edit> Paste> As New Animation

Return to PSP hide the "HSB Noise" layer and unhide the "Copy of HSB Noise" layer
Edit> Copy Special> Copy Merged

Go back to Animation Shop

Edit> Paste> After Current Frame

Return to PSP hide the "Copy of HSB Noise" layer and unhide the "Copy (2) of HSB Noise" layer
Edit> Copy Special> Copy Merged

Go back to Animation Shop

Edit> Paste> After Current Frame

And that's it. All that's left is to save your Tag ... If you wish to Preview it first View> Animation

I wanted to try this tutorial. But I can't get the VM Stylize Zoom blur plugin to load right. No matter what I do it will not show up in my Plugins list in versions 7 8 or 9. Is ther an alternative plugin I can use that will work and give the same effect as that one ?. Thanks.

The only way I have this plug-in is with my Filters Unlimited 2 - hope this helps Smiley

This tut was written on January 12. 2012

SUPPLIES
A tube.
I am using the work of Barbara Jensen.  You need to purchase a license
to use this work from Barbara Jensen.


The following filters:

Filters Unlimited 2
Krusty's Volume 2 – Pattern Generator/M/Radial 2
Xero - Porcelain

I am putting the pattern we are using in grey scale – so anyone can do this tut here.
But I will describe how I made this.




Let's begin!

Choose a Light Color for your FG
Pick a Dark Color of the same color as your FG color.

Open a new Image 800 X 800

Open Filters Unlimited 2
KrustyVol2 / Pattern Generator/ M/ Radial 2 at these settings



Custom Selection



Image/Crop to Selection

Go to Adjust/Hue & Saturation to colorize your square.
If you have the Color Changer Tool – change to the Light Color of your Tube.



Copy your Krusty Square.

Open a New Image, 600x250.

Paste your Krusty square as a new layer.

Mirror

Effects / Image Offset at these settings



Duplicate / Mirror

Effects/ Image Offset at these settings for the duplicate.



Merge layer down

Copy your Close Up of the tube and move to the side you wish to put it on.

Use blend mode that you like, I used Luminance Legacy and lowered the opacity to 46%.

Close everything but the background and Close Up and Merge All Visible.

Copy your regular tube, and apply it to the side of your choice. 

Apply Xero/Porcelain at these settings,
I have saved these settings so I can use them anytime just by hitting load and go to My Documents where it is saved. 
Huge time saver!




Crop your tag to 600 X 250

A good time to push Shift D and get another copy to make your avatar with.
Set aside – we will come back to it.

Decide what color you wish to use for the border.

New Layer/Fill with that color/ Select All/ Contract 2/ Delete/ Select None

Add your copyright and license if applicable

Add your name

Your Avatar – that you have set aside. 

Crop a section that you like to 150 X 150.

New Layer/Fill with that color you picked for the border on the forum set

Select All/ Contract 2/ Delete/ Select None

Add copyright and license if applicable.

SUPPLIES
A tube.
An Animated Snow Ani (not necessary)
I'm using the work of Sue Miller found HERE.
You need to purchase a license to use this work from UP YOUR ART.
I also applied a texture (Suz Wintertexture 1) from Suz's Tutorials


The following filters:

MuRa's Meister - Copies
Alien Skin Eye Candy - Nature - Icicles

Font of choice (I'm using "Majestic")


Let's begin!


Open a new image, 600x250.

Paste with your tube of choice.

Then use MuRa's Meister - Copies - Wallpaper Rotate - Default Settings

Adjust - Motion Blur - set on 45 Angle - 100 %

Image - Mirror then  Image - Flip

Adjust - Motion Blur - again

Image Mirror - Image Flip - again

Adjust - Motion Blur

Image Mirror then Image Flip

Effects - Edge Effects - Enhance Edges - twice  (all done to the same layer)

I also applied a texture

Copy and paste your tube - resize if necessary

Crop your tag to 600 X 250

My tube wasn't nice and clear so I do this and it softens some art (it isn't needed on all)

Adjust - Digital Camera Noise Removal at the settings below.




Right click on your layers with the bottom Raster Layer 1 activated - Arrange - Move to Top

Fill with a color of your choice - select all - Selections - Modify - Contract - 3 - Delete - Select None

Alien Skin Eye Candy - Nature - Setting - Small, Ice on Selection (only on the frame we just made), and my numbers were below.
This is your project - so use the settings you like.



I picked the texture I wished to use - the wintertexture 1, it is the one in blue with snowflakes, but you are free
to use any texture of your choice.

Then copied and pasted it on top of my bottom layer.  Then changed the blend mode to Hard Light, but you
can choose a blend of your choice.  Or not even use a texture - the bottom example doesn't have a texture to it.

Crop your Image 600 X 250

Add your Copyrights and your Name.


Animating

Open up your Snow animation in Animation Shop

Resize your Snow Animation - to 600 pixels to do this:

Edit - Select All - Animation - Resize Animation

Choose Pixel size to 600 width and make sure the Maintain Aspect Ration Box is checked.

Then Click OK

Go to PSP and activate the bottom layer - copy

Back to Animation Shop - paste as a New Animation

Hold down Control and press and keep pressing "L" until you have the same amount of
frames as your Snow Animation has.

Select All

Activate your Snow Animation and Select All - Copy

Go back to your background - make sure you have Selected All

Then Edit - Paste - Into Selected Frames - click once in the middle to place your animation.

Go back to PSP and hide the bottom layer.

Edit - Copy Special - Copy Merged

Go back to Animation Shop and Paste as a New Animation

Go to Edit - Push the Propagate Paste button

Now click on your Background with Snow - paste into Selected Frame (always the first frame)

Go to View and view your animation - make sure everything is the way you wish it to be.

Then hit the F12 button and save your animation.

SUPPLIES
An Image or a tube with a background added.
I'm using the work of Jon Rattenbury.
You need to purchase a license to use this work from PSP TUBES EMPORIUM.


The following filters:

MuRa's Meister - Copies

I used the Becky Mask 001 - she has given permission for tut writers to include her
masks with the tuts they write.  It is a png image here, so right click and save to your desktop.  



Now open My PSP file and find the Mask's folder, then drag the mask from your desktop and
place into your folder.

The second set I used:

Alien Skin:  Textures


Font of choice (I'm using "Arabella")


Let's begin!

Take your image to psp, then copy it (Shift and D) - then close the original.

Resize it to 250 pixels in height, I have made a preset in Crop 250 X 250.
Next go to Layer/Promote Background Layer and then I resized the image again
by 90 %.

Image/Add Borders - my first one I did borders of 5 and my second at 3 - your choice.

Open an 800 X 800 image

I copied this and pasted it as A New Layer.
Leave the image on your PSP - we will use it later.

Go to your 800 square with the image that has the borders.
Effects - MuRa's Meister - Copies - Wave(horizontal)  



Adjust/Sharpen
This is your wave image we will use in the forum set.
Copy

Open a New Image - 600X250
Paste your wave to your forum set.
Now you can close the 800X800 image.

Crop - Merged Opaque

Now let's go back and get our original image we have saved.  
Copy and paste as a New Layer

Duplicate

Hide the copy of our original image and the wave layer.
Place the other one below your wave.

On the Original Image at the bottom apply MuRa's Meister/Wall Paper(Shrink).
Make sure your background is covered - I had to add one to get the coverage.

Adjust/Blur/Radial Blur settings are:
Zoom
70%
Elliptical is checked
All others at 0

Effects/Edge Effects/Enhance

Your background is finished.

Now back to your Original Copy, should be your top image
in your layers - if not make it so.

Apply MuRa's Meister/Afterimage(rotate random)

Add Drop Shadow of your choice, I used 0/0/70/7 on both MuRa's Meister layers.

New Layer

Fill with the same color as your border you applied to your original image.

Layer/Load Mask from disk - (Name of Mask is BeckyMask001)

Now over in your Layers - find the mask layer and right click - go down to Merge Group.

I found it was too fat, so I resized it 110%, so that it was on the edge like a frame.
I also put a bit of texture to the mask layer as well.

Effects/Texture Effects/Texture choose one you like or use the one I picked Hatch fine.



Add Drop Shadow of your choice, I used 0/0/100/10

Add your copyrights and license if appropriate, and your name.

Save as a png.


Here is another example, using the work of Les Toil TOIL GIRLS.

SUPPLIES
A tube and a close-up or an image.
I'm using the work of Zlata_M.
You need to purchase a license to use this work from Here.

The following filters:

MuRa's Meister - Copies - Wall Paper Rotate
Filter Factory L - Minimax Deluxe
DSB Flux - Bright Noise


Font of choice (I'm using "Miss Fitzpatrick")


Let's begin!


Open a new image, 600x250.

Paste the copy of the image to your blank image,
Mura Meister Wallpaper Rotate at default settings,
or whatever setting needed to make sure the whole image is covered.  

Crop image to 600 X 250


Motion Blur at 45 Angle 100%.  
then mirror and flip.
Do this two to three times for the image to be blurred.

Effects, Edge effects, enhance once or twice
depending on your taste.

Duplicate layer, Mirror, Flip and Lower the opacity to 50%

Merge down

Duplicate and use the filter Filter Factory L, Minimax Deluxe
at the settings below - or another setting that may look good to you.



Change the blend mode on this to Luminance Legacy
or another blend mode more appealing to you.

Merge down

Use your selection tool and choose a small section to choose
the color you wish to animate.



Go to Selection/Modify/Select Color Range



Move your dropper over to your selected color and left click so that the color you want will be
in the color box.



Selections/Promote selection to Layer,Select None, then duplicate this layer twice

Use DSB Flux Bright Noise at 35 on each layer, and remember to hit the MIX button each time.
Make sure you toggle two layers off.

Move to the top Layer.

Paste your tube and place on the left, add a nice blurry drop shadow to your tube.

Paste your close up and place it on the right - so the portion you wish to see is shown.
Make the blend mode on this to be Soft Light or another blend mode of your choice.

Crop tag.

Now, make sure your close up layer is below your tube layer.  I then mirrored mine and
moved it so that it was showing but the cropped area is behind my tube. 
I didn't do this on the bottom tag - I left it on the right side.

New Raster Layer

Fill with a color of your choice to make an edging. 
Select All/Modify/Contract by 2 then Delete.

Duplicate the border two more times.

Add DSB Flux at 50% Mix to each layer and don't forget the MIX button on
each layer.  I added a bit of shadow to border.

Toggle off 2 layers for when you animate.


Add your copyright information as well as any appropriate license numbers that may be needed.

I added my Name at this time as well.

If you don't wish to animate then save as you normally would.


To Make Your Avatar

Shift D to duplicate your tag then crop to 150 X 150 or what you usually use.
Make sure you remove any layers that you don't wish - and if you don't want to
animate this - then save as above.


To Animate your tag

Now open up your Animation Shop,
With your PSP copy/merge all then paste into Animation Shop.
Back to PSP and close the layers you had open -
and open the next set of two (one background flux and border flux)
Copy Merge All - take to Animation Shop and paste After Current Frame
Back to PSP
Close the last two layers used and open the last two layers.
Copy Merge All - take to Animation Shop and paste After Current Frame.
Now I use F12 and save it to usual spot I save my Forum Sets.

You do the same with the Avatar if you desire the avatar to be animated.

Here is another example, that I used a FTU artist with the second set, Les Toil.

Font of choice (I'm using "A&S Snapper Script")



Let's begin!


Open a new image, 600x250.

Paste the close-up copy of the tube or a copy of the image  to your blank image,
Mura Meister Wallpaper Rotate or Shrink at default settings, or whatever setting
needed to make sure the whole image is covered and you have the color coverage.



I then applied VM Distortion, Radial Pox to this layer.



Motion Blur at the following settings.  Do the Blur twice.



Effects, Edge effects, enhance more
Effects, Edge effects, erode
Effects, Edge effects, enhance

Duplicate layer, Mirror, Flip then set the blend mode to Soft Light - or
to a setting that appeals to you.  The second set below the setting is at screen or it would
have been too dark.  Merge down.  Mark this Background Layer.

Add a New Raster Layer, Load one of the Selections provided at the start of the Tut - chose one
of the two, their name is Spawn 12line-Wide or Spawn 12line-thin, Flood Fill Selection (with whatever color)
and then select none.


  
Then I applied Effects, Distortion Effects, Wave at these settings.



Always remember you can change the settings to suit your tastes - the second time I did this I
changed the wavelength to 40 instead of 18 coz it was to scrunched up for my liking...it is all a matter of choice.

We will animate this layer later - so name it Waves.

Copy and paste your Close-Up and place it on either side.  Then resize your copy of the small tube to be 300
pixels in height.  Then Paste it into the Forum Tag.  Place it at the other side.

I copied the Maidenhair Fern my Rainbow Coffi, and placed it beneath the Close-Up tube, Add a bit of Drop
Shadow to the tubes that is your favorite.

I then used Xero, Porcelain to Ismael Rac's tubes, I like the softened effect it gives them.  All settings are
normal but make sure all colors are at Zero.  Also, make sure you put a bit of drop shadow on these
tubes as well.

Then I make sure all the tubes are the size of forum set at this point.  So I use my Crop Tool and make sure
the size is the size you wish your forum set to be....600X250, then click on the green check mark.

Select All, Selections, Contract by 6, Invert.  Add a new Raster Layer.  Then fill with a color you wish to frame your
tag with.  I used black and then applied Effects, Texture Effects, Weave at these settings:



You can choose any color as your Weave Color and Gap color - I used the same color for both.

Now add your copyright and license numbers - I used a bit of Gradient Glow on mine in an accent color.  If you
don't have Eye Candy 4000, you can always do the same thing with your drop shadow in an accent color and use
plus and minus settings.

Add your Name in whatever color you decide and font of your choice.

Close the eye on the Background Layer and the Waves Layer, and then merge visible, and mark this Topper.


TIME TO ANIMATE

Now copy the Waves layer and take it to Animation Shop.

I used Insert Image Effect, Underwater



Then click on Customize on this screen:



Make your waves at these settings

1 ) X+10  Y-23
2 ) X-17   Y-14
3 ) X-29   Y+5
4 ) X+20  Y+21
5 ) X-17   Y+17
6 ) X+0    Y+21
7 ) X+14  Y-10
8 ) X+17  Y+2

Then click ok,  You will have 10 frames, but delete the 10th frame that has no animation on it.

Copy your background layer and take it to Animation shop and paste as a new layer, then push the
Control key and push the letter L till you have 9 layers.

Edit, Select All.

Go to your animated Waves layer, Edit, Select all, Copy

Go back to your Background layers and paste into Select Frame.  This should put the waves on the
background.  I go to View and click on Animation to make sure it worked.

Go back to PSP and click on the Topper.  Click on Copy.  Take to Animation Shop and paste
as a new animation.

Go to Edit, make sure Propagate Paste is clicked on - it is down the list when you click on Edit.

Click on Topper and copy.

Go to your background and animated waves and click on it,  Now Edit, Paste into Select Frame.
Being careful that you have all the edges covered with your edging.  View, Animation and check to
see if the edges flow smoothly.  If not, then click on Edit, Undo Paste - and try again - till all edges
are covered with your weave edging.

Then File, Save As - what you wish to call your tag and where you put them on your computer.

I used the Crop Tool sized to 150 X 150 to find the right spot for my Avatar.  Then used the button Crop as
New Image for the Avatar.  I took the Wave layer and applied the same effect to it as I did the larger one.
Followed the same instructions to bring the background and Topper over and put them together as
I did the forum set.

File Saved it also as a gif.


Here is another example, I used Vinegar for this set and you will need to buy her tubes and license from
MY PSP TUBES.

This tut was written on July 14, 2010 by me, Beverly
It is written using PSPX; I'm sure the same effects are available in other versions.
Any similarity to other tuts are not intentional.


SUPPLIES
A tube and a close-up or an image.
I'm using the work of Rebecca Sinz.
You need to purchase a license to use this work from Dreamscape Imaging.

The following filters:

MuRa's Meister - Copies - Wall Paper Rotate
Italian Editors Effect - Effetto Fantasma
Alien Skin Impact - Brushed Metal


Font of choice (I'm using "Highlander Font")



Let's begin!


Open a new image, 600x250.

Paste the close-up copy of the tube or a copy of the image  to your blank image,
Mura Meister Wallpaper Rotate at default settings,
or whatever setting needed to make sure the whole image is covered.  


Motion Blur at the following settings.  Do the Blur twice.



Effects, Edge effects, enhance more
Effects, Edge effects, erode
Effects, Edge effects, enhance

Duplicate layer, Mirror, Flip then set the blend mode to Soft Light - or
to a setting that appeals to you.

Use a preset shape that corresponds to your tube or image.
I used the pick tool

to stretch out the shape then Convert to Raster Layer.

I used the Distortion Effects, Wave at these setting to match the tube I used.  
On my second example, I used No Distortion Effects at all.



Then I Free Rotated it at this setting to get the more wavy effect that matched my tube.



I used Alien Skin, Brushed Metal to the preset shape with Linear marked - use a color of your choice.



Add a drop of drop shadow that you like to the preset image.


Add a new Raster Layer.  

I picked a dark color on the first set I did, and on the second set a light color.
Then clicked into the color I wanted for this layer - to get to the Material Properties.



I want to add this layer with a texture effect to it - so check on the texture box
on the top.  The click on the arrow and pick a texture you might like.
Don't worry - play with the textures.  You might find something that looks fantastic!
You can always undo and redo this technique.

I picked Hatch Fine with the dark orange color that matched my tube.  
Filled with this layer and it looks different with the texture applied.
Then put the blend mode to soft light setting.

Then pasted another copy of my tube that I have resized a copy first with the
pixel sizing to a height of 300.



I resized by percents for years until someone showed me this - it saves so much time.

Add your favorite Drop Shadow to this tube.

New Raster Layer.  Select All, Selections, Modify, Contract by 5.  Invert.
Then fill with a color that you like - I picked the light color - and filled.
Select None.
Used the Brushed Metal effect to the edging, added my favorite
drop shadow for borders.  But feel free to use what you like.



Add your copyright infromation as well as any appropriate license numbers that may be needed.

I added the Name and tried it beneath the texture layer and above it - to see which I liked better.

I always save my non-animated sets as a .png.
