This tut was written on February 01, 2012.
It is written using PSPX; I'm sure the same effects are available in other versions.

SUPPLIES
A tube.
I'm using the work of Elias Chatoudis, formerly of MPT.
A license and tubes for this artist may be purchased from PTE (http://www.psptubesemporium.com/).

These filters:
MuRa's Meister - Copies
Alien Skin - Eye Candy 5 - Impact - Brushed Metal
Alien Skin - Eye Candy 5 - Nature - Fire
Xero - Fritallary

Font of choice (I used "Crawford").

You will need this mask, right click and save to your computer.
(If you completed one of my earlier tuts, you may already have this mask):

You will also need this element, right click and save to your computer.
(You can also right click on the element, click Copy and Paste as a New Image in the workspace of PSP).
This element was created by Rich using the ding font, "Flamez":

Choose a medium color from your tube as your background; set your foreground color to black.

This tut shows how to make a forum set tag/avatar using no scrapkits and no templates.
We will make the larger tag first, then the avatar and forum set tag.

Let's begin!

STEP ONE

We will start with the tube.

Crop the tube to EXACTLY 245 pixels wide by 290 pixels high.

Try to keep the focal point of the tube (i.e., the face) in the upper left corner when you crop.

Also, if your tube is large, you may wish to resize it first.
If this is the case, you could (if you wish) resize it to 290 pixels high).
Remember, if you resize, to Adjust - Sharpness - Sharpen.

Use the mask above; then Layers - Merge - Merge Group.
(Layers - Load/Save Mask - Load Mask From Disk)
Detailed instruction for using a mask are in my tut called "TWICE" HERE (http://aremgy.smfforfree.com/index.php/topic,143.0.html).

STEP TWO

Duplicate the tube layer; then Effects - Artistic Effects - Aged Newspaper; set the amount to 100.
Set the opacity of this layer to 60.

Image - Canvas Size to 490 pixels wide by 290 pixels high, click the center left button.
The only number in the lower right corner should be Right - 245.

Highlight the top layers; then Image - Mirror.

Layers - Merge - Merge Visible.

STEP THREE

Add a new layer.

Selections - Select All; then Selections - Modify - Select Selection Border using Inside, 5, Anti-alias unchecked.

On the new layer, floodfill the selection with your chosen color.

Selections - Select None.

Image - Canvas Size to 600 pixels wide by 400 pixels wide, centered.
All numbers in the lower right corner should be 55.

Highlight the layer with the Selection Border; now repeat steps for the Selection Border.
You will have two borders with a gap between them.
Hide this layer for now.

STEP FOUR

Add a new layer.

Selection Tool - Custom Selection using the following setting:

Scroll in (or Zoom in) and floodfill this narrow selection with your chosen color.

Selections - Select None.

MuRa's Meister - Copies using the Tiling(angle) option; set the Tile Gap to 2.

Duplicate this layer; then Image - Mirror.

Layers - Merge - Merge Down; move this layer below the hidden border layer.

STEP FIVE

Unhide and highlight the Selection Border layer (which should be on top).

Using your Magic Wand, click in the space BETWEEN the two borders.

Selections - Modify - Expand by 1.

Add a new layer and floodfill with black.

Selections - INVERT; KEEP SELECTED!

While the selection is still active, highlight the Tiling layer and DELETE.

Selections - Select None.

Highlight the black layer; then Xero - Fritallary set at 3, 30, 10, 50.

Effects - Edge Effects - Enhance.

Move this layer below the Tiling layer.

STEP SIX

Highlight the top Selection Border layer (unhide, if necessary).

Make sure the Tiling layer is directly below this layer (and unhidden); then Layers - Merge - Merge Down.

Alien Skin - Eye Candy 5 - Impact - Brushed Metal using the default setting; change the Metal Color to your background color.

Effects - Edge Effects - Enhance.

Make sure the black layer is directly below this enhanced layer (and unhidden); then Layers - Merge - Merge Down.

The frame is now complete.

STEP SEVEN

Add a new layer, floodfill with black.

Alien Skin - Eye Candy 5 - Nature - Fire using the Large, High Temp preset (click on the Settings tab).
On the Basic tab, change to the following setting.
Click on the Random Seed button until you find a fire pattern that works for you.

Xero - Fritallary using the same setting as earlier, but change the bottom number from 50 to 20.

Effects - Edge Effects - Enhance.

Layers - Arrange - Send to Bottom.

Duplicate the flame layer; then Image - Mirror.

STEP EIGHT

Highlight the top layer, then add the flame element included at the beginning of this tut (as a new layer).

Using your Magic Wand, click anywhere on the black flame.

Highlight (in turn) and DELETE on the following layers:
The tube layer
Both flame layers

Selections - Select None.

Make sure every layer is unhidden.

On BOTH flame layers, add the following drop shadow (0, 0, 100, 5, change the color from black to your chosen color).

Highlight the flame element (which should be the top layer); floodfill it with black.

Layers - Arrange - Send to Bottom.

The tag is complete, ready for animation.

There should be five layers, from the bottom.
A black layer
Two flame layers, mirrored
A tube layer
The frame layer

Add your name, any word art, and all necessary copyright information.

STEP NINE

To animate, hide one of the flame layers; then Edit - Copy Merged.

Take this to AS and Edit - Paste - As New Animation.

Back in PSP, hide the flame layer and unhide the hidden one; then Edit - Copy Merge.

In AS, Edit - Paste - After Current Frame.

Change the Animation - Frame Properties to 45.

Save as a .gif.

STEP TEN

To make the forum set tag/avatar, duplicate the 600x400 tag in PSP (Shift + D).

On the copy, crop to 600 pixels wide by 250 pixels high.
(The crop box should set itself to the very top of the tag, if not move it to the top using the little square in the center of the crop tool.)

Once cropped, highlight the frame layer; Selection Tool - Custom Selection using the following setting:

DELETE; then Selections - Select None.

Duplicate this smaller frame layer; then Image - Flip.

Layers - Merge - Merge Down.

Add your name, any word art, and all necessary copyright information.
(You can cut/paste these from the 600x400 tag).

Animate as before.

For the avatar, make a duplicate of the 600x250 tag.

Crop to 150x150.

Remove the tube layer.
You may keep the tube, if you wish (just crop so the tube is showing - I chose the highlight the flame).
Remember, if you use the tube, you must include all necessary copyright information.

Add your name (or initial);

Here is another example, using a wonderful image by PinUpToons:
